Job Description

CBC/Radio-Canada, Canada’s national public broadcaster and one of this country’s largest cultural institutions, is seeking to appoint a Values and Ethics Commissioner.

The successful candidate will be neutral and completely independent from CBC/Radio-Canada employees, including management, reporting directly to the President and CEO. Based in one of the Corporation’s offices, either in Montréal, Ottawa or Toronto, the incumbent will assume the responsibilities of the Office of the Commissioner, which has a four-fold mandate: an advisory role, an educational role, an investigative role and mediation. The Office of the Values and Ethics Commissioner is the “first point of contact” for all complaints or concerns relating to values and ethics. However, the Office does not conduct investigations.

Responsibilities
-Identify ethical risks, identify policies relevant to mitigating ethical risks, and ensure the organization has clear objective standards that mitigate ethical risks.

-Develop and manage a compliance and values-based ethics program and identify opportunities for program assessment, improvement, and adaptation as the program matures.

-Ensure the short, medium, and long-term goals of the program are directed towards the key elements of organizational ethical culture.

– Ensure opportunities for awareness and learning regarding ethics responsibilities, ethical issues, decision-making, and resolving conflict; provide input into training and development programs.

– Develop and manage an independent mediation function to facilitate conflict resolution.

– Ensure an effective and consistent communication strategy to promote awareness and strengthen engagement.

– Ensure employees have tools to support identification and resolution of ethical issues.

– Ensure a flexible range of options for intervention.

– Facilitate ease of reporting to assist in monitoring workplace standards.

– Ensure measurement of workplace behaviours and compliance with policies and organizational values.

Ideal Profile
– A university degree is required in a relevant discipline such as law. An advanced degree in ethics or law is considered an asset.

– Extensive experience in investigation techniques and the ability to exercise fair, objective and equitable decision-making.

– Excellent understanding and experience within a Crown corporation, a governmental body, and/or a media organization.

– Highly developed people skills including negotiation, mediation and conflict resolution skills.

– Political acuity and ability to maintain relationships with a broad spectrum of stakeholders.

– Experience in strategic management and implementing modern governance principles and best practices.

– Ability to identify, analyze and define priorities and have the leadership skills needed to implement those.

– Ability to mobilize staff, stakeholders and partners to work towards a shared vision and common goals.

– Excellent command of English and French, both spoken and written.

– Availability/ability to travel frequently once the pandemic is over.
