Job Description

The Alcohol and Gaming Commission of Ontario (AGCO) requires experienced professionals to play a key role in the development, implementation and maintenance of complex and novel strategic and program policies related to its regulated businesses.

The successful candidates will take a leading role in all aspects of the policy lifecycle through research on emerging issues and trends, and the development of briefing materials, policy papers, and presentations to the Board, senior executives and stakeholders on policy related to regulatory matters across one or more AGCO lines of business (liquor, gaming, horse racing, retail cannabis).

Under the supervision of managers within the Strategic Policy and Planning Branch, you will:

·         Navigate uncertain, complex, and novel situations, identify relevant issues, and develop and execute effective recommendations and work products.

·         Play a leading role in the planning, research, analysis, and implementation of projects.

·         Use strategic and critical thinking skills, conduct research and analysis, provide interpretation of trends, challenges, and opportunities, and develop relevant and balanced policy options.

·         Use your astute analytical skills and political acuity to identify risks and key considerations in developing options and recommendations for decision-makers, and to identify appropriate framing specific to the issue and audience.

·         Lead responses to policy issues arising from government, stakeholders and the public.

·         Lead project staff from across the AGCO in a highly collaborative and consultative manner on policy development projects.

The ideal candidates will have:

·         Proven ability to plan and manage complex policy projects, including establishing priorities, anticipating issues, identifying and recommending options, and implementing recommendations across functional teams and working groups.

·         Strong consultative, relationship management, and partnership-building skills.

·         Demonstrated experience navigating competing perspectives to generate consensus and buy-in among internal and external stakeholders to advance policy objectives.

·         Demonstrated experience in supporting executive decision-making and the political acuity to understand critical issues and concerns faced by a variety of stakeholders.

·         A history of independently identifying effective and creative options to solve complex problems.

·         Experience in providing expert evidence-based policy recommendations and advice that align with key government or organizational mandate objectives.

·         Superior writing, research, and analytical skills.

·         Strong verbal communication skills to facilitate workshops, lead meetings, and present to various project teams and executives.

·         The ability to acquire and apply knowledge of legislative authorities, regulations and standards, and other regulatory mechanisms and policies.

·         Proficiency in working in a constructive, team environment with many conflicting demands, pressures, and priorities.

The successful candidates must be eligible to work in Canada and will be subject to a criminal background check.
