Term: Permanent Full-Time

Salary Range: $106,202 – $132,759 per annum

The Alcohol and Gaming Commission of Ontario (AGCO) is responsible for regulating the alcohol, gaming and horse racing sectors and cannabis retail in Ontario in accordance with the principles of honesty and integrity, and in the public interest.

The Human Resources Branch is seeking a Senior Manager, Human Resources Operations. Reporting to the Director, Human Resources, the successful candidate will oversee the effective planning and execution of core HR programs and services such as talent acquisition, total rewards, and HR information system administration, to ensure smooth operations of day-to-day HR activities to provide a best-in-class candidate and employee experience.

In this role, the successful candidate will:

·         Provide strong people leadership, coaching and oversight to the HR Operations team.

·         Support, and participate in, the HR strategic planning to support AGCO strategic priorities.

·         Oversee the day-to-day operations of the HR Operations team, ensuring that services in the areas of HRIS, total rewards, talent acquisition, onboarding and offboarding, and general HR administration are effectively delivered.

·         Ensure that the HR Information System is built and maintained to optimally utilize the full functionality of the technical solution to meet business needs.

·         Develop and maintain a competitive and responsible compensation framework and executive compensation framework.

·         Oversee the AGCO benefit plan, including any procurement requirements, and evaluation of plans, and lead the annual renewal process.

·         Ensure that HR policies & procedures comply with legislative changes and best practices.

·         Lead procurement activities and manage vendor relations to drive return on investments.

·         Design and implement a talent acquisition strategy to attract top-quality and talented candidates.

·         Oversee the recruitment process to ensure compliance with collective bargaining agreement, AGCO policies, and employment legislation (Human Rights Code), and support AGCO’s Diversity, Inclusion & Accessibility (DI&A) strategies.

·         Stay current on legislative changes, technology, market trends and best practices, and make recommendations to improve HR programs, policies and procedures.

·         Provide executive briefings and presentations to senior leaders and C-Suite.

The ideal candidate will have:

·         University degree in HR, or business administration, or equivalent work experience.

·         CHRL designation through HRPA required, and Certified Compensation Professional designation strongly preferred.

·         6 to 8 years of management and supervisory experience.

·         Strong practical knowledge of the Employment Standards Act (ESA), Occupational Health & Safety (OH&S), Human Rights and other related legislation/regulations.

·         Expert knowledge of compensation practices, including executive compensation.

·         Advanced knowledge of job evaluation – preferably certified in using the Hay point method.

·         Experience in establishing organizational recruitment and talent pipeline strategies.

·         Experience overseeing the HRIS.

·         Experience working in a unionized environment.

·         Knowledge of payroll practices as it relates to HR changes.

·         Experience in managing day-to-day operations, ensuring proper processes and checks are in place.

·         Exposure to two or more HR specialist areas.

·         Experience in managing budgets.

·         Proficiency in Microsoft Office applications (Word, Excel, PowerPoint & Visio).

·         Advanced experience in writing reports, policies, and people practices.
