Job Description

The City of Courtenay is situated on the east coast of central Vancouver Island, within the unceded traditional territory of the K’ómoks First Nation. Accessible by land, sea and air, Courtenay is a community that offers supernatural beauty at its doorstep, a diverse economic base, and an extraordinary quality of life. The City is the economic, urban and cultural hub of the larger community, the Comox Valley Regional District, and given all of its outstanding assets and attributes, Courtenay is a growing, vibrant community. With a real focus on sustainability in all that the City does the organization’s team stands behind the City’s values: People Matter, Be Accountable, Depend on Each Other, Pursue Excellence, Celebrate Success.

The Director, Development Services provides long-range vision, leadership and guidance on land use and development activities, sustainability, environmental and climate action initiatives within the City, and is responsible for directing and managing the overall operations of the Development Services Department. Serving as a key member of the executive management team for the organization, the Director must also work closely and collaboratively with all team members of the City, as well as other partners such as K’ómoks First Nation, the Comox Valley Regional District, and the provincial government, among others.

As the ideal candidate, you are a trustworthy and contemporary leader with a passion for public service. You have a demonstrated track record of working collaboratively with a wide variety of partners in order to develop sustainable solutions and effect change to improve operations and service delivery. You have a reputation for being an experienced manager who can lead and engage a diverse team of functional professionals and experts, and coach and mentor for future succession. In addition, you bring an exceptional reputation for achieving results in a multi-stakeholder environment, taking a systems view of issues.

While your professional experience gives you the confidence and credibility to be effective in the role, your alignment with the City’s core values will ensure your success. In addition, you will bring a demonstrated commitment to the principles of the TRC and UNDRIP and will have an ability to make a difference as it pertains to the goals in the OCP of addressing reconciliation, climate change, equity and community well-being. Your experience is ideally augmented by a degree in land use planning or an equivalent, and you are a member in good standing – or have the credentials to attain membership – with the Planning Institute of BC.

The City of Courtenay aspires to be a safe, supportive, and inclusive community for all citizens, and recognizes it takes a community working together to reinforce anti-discrimination values. As such, the City encourages applications from visible minority group members, women, Indigenous persons, persons with disabilities, persons of minority sexual orientations and gender identities, and others with the skills and knowledge to productively engage with diverse communities.
